File handling in PHP

Hi, I'm trying to run a PHP script that does some file handling. Basically I want to record some data in a text file when the containing page is used. Initially I tried creating the file as part of the script (if it didn't exist) but kept getting file open errors. If I created a file using the FTP client and set permissions so that anyone could write to it then the script could open the file for output. The script then tried to lock the file but kept failing. If I run the script without trying to lock I can write data but this isn't what I really want to do.
So: why can't I create a file in the script?
Why can't I lock the file when it does exist?
